I have to admit, usually with non-MP games I can sometimes go the way of 'borrowing'. But Skyrim is awesome, well worth the Steam purchase. Has a HUGE modding community as well. (Skyrim Nexus is a good site for mods) It's a bit slow on the uptake and needs a lot of time, though.

Is the game a legitamate version? e.g. you bought it from Steam or you own the DVD Also, there should be a file called LCPDFR.log, can you upload this.

Run the installer as administrator, and make your GTA IV folder read-only. If that doesn't work, then there's something wrong with your system, and we can't help further.
