RAGE probably isn't crashing. Try launching the game in singleplayer and you will probably have the same result. Something you added is likely causing the crash, to prevent this, it's best to add things one at a time so you can see what the game doesn't like.

Launch GTA into singleplayer, then load RPH once the game has fully loaded.

It's a bit of a chore, but you may want to play a bit with your OpenIV overlay mods disabled (just rename it something like _mods) and see if the problem still occurs.

Play for a bit with your mods folder renamed to _mods (disabling it), see if you can reproduce the issue without your mods folder.

Please PM me your IP address. It is likely that you are using a VPN or proxy server, perhaps even unknowningly.

Only a manual installation option is available for this build. Drag all the files to your GTA folder, basically. Or if you already had a working install, just drag the plugins folder over and make sure you have RPH 1.84.

Then load RPH after GTA has loaded to singleplayer.

Does GTA load fine without RPH?

See 'LSPDFR takes too long to load and I get a black screen, or RAGEPluginHook stops it from loading'
