It's a bit of a chore, but you may want to play a bit with your OpenIV overlay mods disabled (just rename it something like _mods) and see if the problem still occurs.

Play for a bit with your mods folder renamed to _mods (disabling it), see if you can reproduce the issue without your mods folder.

Only a manual installation option is available for this build. Drag all the files to your GTA folder, basically. Or if you already had a working install, just drag the plugins folder over and make sure you have RPH 1.84.

See 'LSPDFR takes too long to load and I get a black screen, or RAGEPluginHook stops it from loading'

You haven't included any useful information to allow people to diagnose your issue. Please upload your RAGEPluginHook.log file which is in your GTA folder.
