You can play LSPDFR if you took precautions. If you didn't, you'll have to wait on average two or three days for RPH/LSPDFR, and about a week for Scripthook.

You don't need ScriptHook for LSPDFR. You should not be receiving this error. Something is potentially broken with your Windows installation (unless you happen to have a Microsoft.CSharp.dll file in your GTA folder??). Try running System File Checker - built in to Windows.

The choice to use any software here is yours and yours alone. Generally, script and plugin modifications trigger false positives based on what they do (memory manipulation etc). Additionally, we do not use digital code signing certificates ( we do not pay for certification ) and certain scripts and plugins use obfuscation which further increase the false positive likelihood.
