How to get Neolux ENB to work for 1.0.7.0
Neolux has updated versions of his ENB which work on 1.0.7.0, they can be found on GTAPoliceMods under (GTA IV)Assorted Modifications/Miscellaneous/Other Modifications. I'd recommend either Config 2 or Config 3, they both look awesome.

Help with car
It's your handling line, check to see if the model came with a handling line. If not, copy the Speedo handling line and replace the polpatriot line with it.

How to listen, independence fm in the police car?
Enable mobile radio with your trainer and change the radio station in the Audio Tab in the Pause Menu.

2013 Police Interceptor
I wasn't a huge fan of the Ford Taurus when I first saw it, but the 2013 model has some charm to it and frankly it looks sexy fitted out as a police package.

Your graphics card is to weak. Unfortunately you most likely won't be able to upgrade your graphics card to a good one because the majority of the time the good graphics cards are bigger than the laptop bases themselves.

How does GTA IV multiplayer work?
ENB won't effect anyone else's game other than yours, you may however get texture loss running with high poly cars. As for running LCPDFR on multiplayer, yes it does have a lot of problems. First, I'd recommend doing the "Force on duty" this can be done by hitting Alt+F12 as this avoids having to go into the police station which in some cases can lead to a lot of crashing. Second, if you get LCPDFR errors you can simply hit the ~ key next to the 1 and this should bring up a menu, simply type "reloadscripts" into this menu (without the quotes of course). You mentioned he was running ELS and you were not, that's most likely the problem

I'd delete the GTA IV folder and once that's gone, go into Steam and re-install it. I don't own the Steam version but I assume that's how you'd do it.

Well if that's the case and the liveries you installed saved fine you're probably going to have to find another model. Yeah, I think your ide is messed up. Try replacing it and adding +livery again.

How does GTA IV multiplayer work?
As long as the other players have exactly the same mods as you, it should be fine. Expect to crash every now and then but you will crash a lot less then if everyone is running different mods.

How does GTA IV multiplayer work?
1. Yes, they are running modified game installations. 2. There are no rules regarding any mods however if the host doesn't like what you are doing, expect to get kicked. 3. LCPDFR should be run on private servers however I would not recommend using LCPDFR online as it is extremely glitchy. People would not see the tazer if they do not have it installed themselves and map mods will always end in a crash fest.

newb questions (sorry if in wrong place)
IVDashcam 2 has a speed radar mod, and there is a radar gun mod but I don't know if it actually detects the speed of the cars. I think it does. As for the display under the radar, that's a feature of ELS.
