Have you actually played the game? GTA IV has a strange way of activating. I'm not sure how it works on Steam, but on the retail version the .exe doesn't actually show up until it's activated. You might have to go here: https://support.securom.com/pop_gtaiv.html and click on the "Offline installer package" link.

On the bottom right, see if you can change "GTA IV Executable" to "all files." Oh, you said you did do that. Strange. Does GTAIV.exe exist in the folder?
