  1. I use Paint.net quite a bit, it get's the job done well. Though, Photoshop is easier to work with, Paint.net is free after all. Here it is to download. It should be in the top right corner, where it says "Free Download Now".
  2. Sadly, from what I know, it's never been made with a bar like that. Sorry. Maybe you could try posting in requests and see if anyone could make it, though someone with an unlocked Ford Interceptor seems hard to come by these days.
  3. Like I said, it's payware. However, you can use the free trial, which lasts around a month. All you have to do is create an Adobe Creative account. Here it is. You could also attempt to download the full free version via a torrent but I STRONGLY advise against that.
  4. Photoshop, payware. Paint.net, freeware. Also, if you're bold enough, MS Paint, which should already be installed by default with Windows. I don't suggest using MS Paint, though.

  6. You have to change the carcols.dat inside of the GTAIV>common>data. Find the taxi line and remove and replace the numbers that you need which correspond with the colors you want.

  8. Police bike by chance..? There's only a couple of great police bikes out there for the GTA police community. I'd think it would be a great addition to the go alongside the Vapid Cruiser and the Interceptor. P.S. You're doing a great deal of support by converting vehicles from GTA V. We need others like you. Thanks!
  9. Nor would I consider purchasing that because of the cover art. It's nowhere near the actual cover art that was used for GTA V. What's funny is that it's using different bits and pieces from the first trailer and it's also using some parts from GTA IV's art.
  10. I wouldn't say they were quiet about it, actually quite the opposite. I believe with GTA V that this game was the first one in the series to receive a gameplay video, with actual game footage, prior to release. They had so much hype geared up, henceforth why the game was called "one of the most anticipated titles of 2013". R* really wanted to spread the word about the game by releasing many screenshots, videos, and advertisements galore.

  12. Since this thread is alive again, I've got some stuff that I suggest you could add to the list. Compeast's 1987 NYPD Chevrolet Caprice, Compeast's 1987 L.C.C Taxi (NYC based), and a lot of Carface80's newer models. I can't list them all because he's been creating so many recently, mostly Caprices.
  13. I, and many other members, will not consider a PC port of GTA V unless R* directly announces it from one of their official media outputs. What's the point in getting hyped up over something that could very well be a troll video? I'm not getting my hopes up one what-so-ever.
  14. Haha, I thought it was pretty comical, having already seen the real video that this one was based off of. You can all stop commenting fake and such because, like Sharp said, it's a parody video based on a true event that happened recently. @Kadu: I know your English isn't well but no need to act rude to others. The video was obviously proven to be a parody, even saying it in the video's description, so there's really no need to play along anymore and pass it off as real.
  15. What's the issue? It's not like they have proof that he actually did it. It's the child's word against his father's. I don't see the negative outcome in this situation.
  16. If you force duty, then yes. LCPD:FR isn't compatible with map mods, at the moment, and you cannot go to the police stations on the Vice City map. Call-outs will not function properly, again because it isn't compatible. The only thing you can really do is make traffic stops and the other few features that don't involve taking call-outs.
