The Livery looks okay. I would strongly urge you to use the Font called 'Rockwell Collins Bold' for the Text. I think that changing the Font would make this Better. -

I find it very Ironic that the first Modded Police Vehicle for V is the Buffalo. The Buffalo was also the first Modded Police Vehicle for IV. I believe Lt.Caine made it that time.

Still needs some work. The Lighting 'Extras' seem to be a bit too large at the moment. But like Evolution, these things take Time to achieve Greatness.

Each to their own. Personally I adopt a Hybrid Approach. Real Life Vehicles, but with Lore Friendly Skins. This means LCPD/NLPD, instead of NYPD, LSPD instead of LAPD, etc.

Sam, Regarding the Standardisation of Templates, you could include the Template in the GTA V Riot [ELS] [UV Mapped] Vehicle Model. :)

I've just stated it. Anyway, the ELS for V could be called "ELS V V0.1" initially.

There could very well be an ELS for V. As the Latest Version of ELS for IV is called 'ELS IV V8.51' this lends credence to a small Theory I have.
