Funnily enough, there was once a Law Enforcement Agency called the California State Police in real Life. So this in a way fits the Lore. -

Also, use a program like Paint.NET, or GIMP, or similar. The Downloaded Vehicles that Rosebuddy speaks of will often come with a Texture Template which cam be used as a Base Layer (create Decals, Text, etc in another Layer) in your Image Editing Software.

Rockstar never made Liveries for that vehicle to begin with. That's why there's no 'police_sign_1' file or similar. It's the same case with the fib, and fib2 Vehicle Models.

I too hope that the enforcer is Ported to GTA V soon. I think that Cj-24's one would be the Ideal Model as it already features a Texture Template.

You can still create your own Liveries for them.

It means that the Modeler puts Password Protection on the Model, thus preventing their Model from being Imported into a Modeling Program.
