  1. ​The problem with default GTA IV vehicles is that they haven't been UV mapped in the same way that most car mods have. The only thing you can really do is put your own writing over the current writing, or your own logo over the currents, and stuff like that. It will be very difficult to do much beyond that.
  2. If you want to change what template a vehicle uses, then you need to edit the file in a 3d modelling program and then make your new template fit the vehicle, which will likely causes things to be stretched out on the new template if you do that.
  3. ​My bad, it is not ctrl + R to rebuild an archive, it is ctrl+shift+R, if you do this in any folders that you have added in sounds or vehicles, it should reduce the errors they give/

  6. If it can be made by a person, it can be broken down by a person. No matter how hard Rockstar tries, they can never make a game completely impossible to mod, because it was written by humans making many mistakes, leaving many "holes" that can be used to mod the game. It's just a case of finding those holes.
  7. You appear to be having issues with modded cars, ones that aren't the default ones that came with the game. Adding the option to install a car pack will not make the problem go away.
  8. Do you mean object that you download from others off the internet? If so, then sometimes they come with textures, sometimes they don't, you'll have to check to see if the model has one or not. If you mean about creating a new object yourself in your modelling program, then no, they do not come with textures. You will need to UV map your new object and then create a texture for it and apply it to the object.

I have had a look, and I can't find any specific 2013 police interceptors, you're best bet would be to try and find a different year police interceptor (Or maybe even a Ford Taurus, seeing as their similar and you can edit it into a police version later) Or, you'll have to model a new one from scratch.
  10. The blacks hole that they want to make are like portals: We can make them, but they close instantly, there's nothing we can do do keep it open. Also, these black holes are going to be tiny, we don't have the energy to create a large enough black hole to swallow the Earth. The event horizons of CERN's black holes are at most going to be small enough to only be able to noodle effect (I wanted use spaghettification, but it wouldn't make sense :( ) a couple of quarks, bosons or leptons, nothing much more than that. Regarding your point about Fukushima and Chernobyl: Chernobyl happened because of poor maintenance and because when engineers wanted to test how long the turbines would run after a shutdown, they decided to turn off all the automatic safety features. People only died because of poor safety features and because no one was evacuated With Fukushima, that happened because people had built some parts outside of the facility in the water. They weren't protected against the powerful Tsunami. No one has died, because they radiation wasn't strong enough. Just like what happened at Three Mile Island in the US. While it's great that you're thinking about this, which is what more people need to do: We need more people to engage in science, it would be more beneficial if people did research of their own, rather than listening to a bunch of people with no science background talking as if they know everything there is to know about science on TV debates.

Considering that something with as much energy as our sun cannot form a black hole when it collapses in on itself, I highly doubt the black holes will have much gravitational power, and as other people have said, they will stay open for only a fraction of a second. I like the way they're trying to see the effects the gravitational pull has on the different wavelengths of light, I can't wait to hear the results of this.
  12. Does your ELS work on other vehicles like Police and Police 2? Are you using ELS-enabled cars in the polpatriot slot? Have you set the polpatriot ELS setting to "on" in the SLOTCONTROL.ini in the ELS folder? In the Slotcontrol.ini, does the file that the polpatriot uses exist?
  13. I had no idea SketchUp had it's own specific model site. Which means this model is probably not the best for GTA 4.
  14. That model looks like it was made in sketchup. If it was, I would seriously recommend finding a different model.
  15. While it's true that jet fuel cannot melt steel, that doesn't mean to say it cannot damage steel significantly. The immense heat of the burning jet fuel would have caused the steel to expand, causing stress and strain on a structure that had already been significantly damaged by absorbing and dissipating the energy that hit the structure from the momentum of the aircraft (also, remember that the total kinetic energy of an object is E = 0.5 x mass x velocity^2). A combination of these factors could have easily caused all of the structure that was above the impact zone to collapse onto the structure below, which would have been accelerating at 9.81m.s^-1 and would have had a high mass, leading to all the energy pushing down on the remaining structure, which would be unlikely be able to handle all that energy coming down on it.

Here is what a line in the peds.ide looks like: M_M_FatCop_01, M_M_FatCop_01_p, COP, move_m@fat, GESTURES@MALE, GESTURES@M_PHONE, FACIALS@M_LO, visemes@m_lo, 0, move_m@fat, null, -1,-1, PED_TYPE_PLAYER, VOICE_PLY_CR, VOICE_PLY_CR Changing the bold entries to something like move_m@generic or even move_cop will change how the ped moves. make sure you change both to the same thing.
  17. By far, the easiest thing to do would be to replace the fatcop model with a different one of your choosing, and then edit the peds.ide file to change their walking animations from the slow fat ones to something else.
  18. Because the LCPDFR dispatch is external audio files that were taken out of the game. You'll need to lower your entire computers sound for the dispatch to be quieter.
  19. I'm not 100% sure if it's the case with GTA 4, considering everything is all in a .wtd file, but you'll need to have access to the unlocked model to change the name of lightbar textures. This is because when you UV map something, you have to tell the model what file it should use as a texture for that mapping. That file will have a specific name, and if you change that name without telling the model, then it won't be able to find the texture it's supposed to use, so will appear untextured in game.
  20. You can do all sorts with the vehicles.ide file. You can change which handling line the vehicles uses (I.e if you have police2, it uses the police 2 handling line, but in the .ide, you can change it so the police2 car uses the cavalcade handling line without having to open the handling line file) You can turn on or off the vehicles dirt texture, which is controlled by one of the numbers. You can change the engine sound, the way the doors open, the animations for getting in, out and sitting in the car, you can add a variety of extensions to a vehicle to change what GTA 4 does with it by adding extensions on the end. The most notable tag people add to the end of a vehcile.ide line is the +livery tag.

  22. I'm sure there would be problems with that considering the enormous amount of effort it takes to scratch model cars, especially modern ones with all their complicated shapes. While scratch modelling doesn't cost as much money, it is more expensive in blood sweat and tears.
