Self driving cars.
It could be potentially safer. But will mostly shine only when 99% of vehicles on the road are automated, something like in iRobot. Each vehicle communicates with each other, basically there wouldn't be much need for traffic lights & junctions. But I still would prefer a mix of human & automation. I know there's a shitton of dumb drivers out there, so as long as the automation kicks in only to prevent accidents, I'm ok with it. Plus I love driving & can't wait for my license :3 Also, like Steele said, if it ever breaks or becomes faulty, then it's going to turn a routing lounge (since you aren't driving, you can expect people to be on the phone/laptop/magazine) into a sudden roller-coaster of terror & possibly death. EDIT: Added a space where I forgot to add :P

Callout Idea: Traffic stop, shots fired.
^ I bet that would've been funny to watch, lol. @OP: That's a pretty neat idea. Especially the searching part.

How many times did you un-install GTA IV?
Only twice. Once I uninstalled due to some reason I can't remember, almost revoked by license by mistake, lol Another time I screwed up with some mods. Now, I've got multiple versions of IV, & since I'm careful, haven't had to use my backup unmodded v1.0.7.0 yet :D

Nice, Congrats Kanyo. Looks like that did the trick. Enjoy

How this run GTA 4/5?
Should run it pretty good. (For IV) You can expect to run on Max, & maybe on Medium with ENB. I haven't tried ENBs, so you might be able to run higher. Can't really say much about V, but it's probably a guarantee that you can run at least on Medium.

Un-usable keys on laptop
^ This. Also look-out for a FN Lock key. Some laptops have it on their keyboards. (basically it switches from FN key always on [so you don't have to press it to do smh, for example turn the sound down], or off [default] ) FYI, basically what ini means is, try holding down your FN key & pressing the appropriate keys that you want to press. In your case, F9 / F10 / F11. Also, I would highly suggest you buy a external keyboard for your laptop (probably a USB Hub too). It's a pain in the arse to get the laptop keyboard fixed, especially since you'll be without the laptop for days [depending on the problem] (since the keyboard is on the laptop, they'll obviously take the whole laptop to fix the keyboard).

Adding some more realism
Quick! Go to a window & check if there's 2 'Men in Black' suits entering a Black car!!

Keep Having to Re-Map Keyboard
That's a weird bug. When you start IV, what do the controls reset to? Are you trying to use custom settings (As in setting a function to extra mouse buttons, macro keys, etc.) ? @BlackJesus1: I think he means GTA:IV Keyboard settings, not a mod's settings.

Adding some more realism
I don't think so. My speculation, but I think the way it works is:- When you first ask for ID (or maybe before, idk), the person's name is randomly mix-matched from a huge list of First & Last name. Then that name is assigned to a caller (I forgot what it's called. Basically the "caller" is that which used to refer to a stored value(s) in calculations, etc.). Then that caller is outputted in the correct position in the police computer. This caller is then stored (in another caller) into/along with the game's ID for that certain ped (since we know that if you stop the same ped twice, he/she will have the same name, DoB etc.) The caller won't be reset until the next time you ask for another ped's ID (when it then overwrites the previous name with a new, random First & Last name). So, basically all the script has to do, is output the same caller which has the LCPD:FR name of that certain ped.

Windows 8.1 Blue Screen Of Death Keeps Happening!
Quickest bet would be remove the RAM stick & try it out. If it was just "hanging" inside your PC, it's likely that it might be physically damaged somehow, If that doesn't work, then yeah, do what SteelMods said & go into safe mode & try to do a deep scan (make sure to do updates for your antivirus first! :P )

Adding some more realism
Not a bad idea. We could most probably see this in the future versions. Don't really see a reason why not, should be easy enough to implement.

Will rockstar patch the crap out of GTA V for PC?
Liar! The only non-R* employee person to have GTA:V on PC is Carrythxd. He hacked R* & downloaded a version for himself. .... .... .... Oh wait, I think that was supposed to be a secret. hmm... *wonders* EDIT: Damn, remembered. It was supposed to be a secret. Ummm...... MIB, halp!!

iBuyPower vs iBuyPower?
^ What Steele1925 said. That is what I always advice people who don't want/can't build their own PCs. Go to your local PC shop & ask them, they will most likely put together a custom PC for you or give you directions to a shop that does. You don't even need to know what parts you want, just tell them you want a custom PC for <insert price range here> & they will build one for you. And if you want to verify that you're getting the best parts (if you're the suspicious type), then just ask them to write down what parts they're going to use & post it on a gaming/PC forum asking if it's best build for the price. It's also one of the ways to get familiar with parts & putting together a custom PC. You can even request that the custom PC be built in your presence & you can see how the parts fit together, how to install the drivers, etc. Simple & easy as pie! :D

iBuyPower vs iBuyPower?
^ What ineseri said. I would stay away from used PCs, especially for gaming. You're much better off building your own PC. You never know how the PC has been used in the past, & it might even be nearing it's end life, in which case it would be a waste of your money. Building a PC isn't as hard as many people think. It's easy once you know which parts you want to buy (even if you don't, ask in a gaming/PC forum). And even if you don't want to bother buy parts & putting it together, I'm sure there's shops in your city that build custom PCs. Just ask a shop that sells PC parts, & either they might build it for you, or point you in the right direction. Building a PC will always give you the best bang-for-your-buck. Always. But if you still want a opinion b/w those two, the newegg would be your better bet. Craigslist doesn't have a good general reputation (at least with me), I see they're both in the $650-700 range. Again, I would like to stress that building a custom PC with $700 will give you more power than those 2 PCs you listed. Not to mention newer parts with better technology.

TV shows you believe were cancelled too early
Wait, Burn Notice got cancelled?!?! Whyyyyyyyyyyyy :( I loved that show. It was so much fun to watch it. Esp that narration of why he does what he does. TerraNova too. I love anything to do with Dinosaurs, & that show was so much interesting. I imagine not too many people watched it tho, so it's not too surprising it got cancelled. Still miss it tho. Almost Human got cancelled too? Wow, I thought that show would do good. I watched a few episodes of it, & it was pretty good. Didn't watch much of it, something just didn't "click" with me.
