  6. Your local shops should be able to build & assemble a custom gaming PC for you, when you tell/give them the parts, or probably even if you just give your budget. It seems like you already decided on your parts, so if you don't want to assemble it yourself, you can ask a local shop to do it for you, for a small fee of course. But I would recommend you do it yourself (maybe with help from a friend who knows about computers, if you can), putting the parts in is as simple as that game that we give to children, square block goes in square hole, circle block goes in circle hole. Plus, you've got manuals if you're ever confused (see the motherboard manual). The only remotely difficult part would be the first start-up & configuring everything. Pre-built PCs are 99% overpriced a lot & have mediocre parts. So they don't give as much bang-for-your-buck as a custom PC.
  7. You can add (not replace) a new vehicle using this tutorial. But, to get police vehicles to work, you can only use police3 & police4 slots. However, it's different for every person, some people can get police vehicles to work correctly using any name but won't work with police3/4. Other people can have it working only on police3/4. For me, it's the latter (only works correctly on police3/4). If you use other slots, you can spawn the vehicle in-game, but it will have no siren (instead, it'll have default car horn) & ELS will not recognize it, even if you put the files correctly & edited ELS's slotcontrol.ini (won't work as far as v7, I don't think v8 fixed this).
