Yup, you must be using TrafficFlow. You can edit TrafficFlow.ini: Find ChanceOfRandomDispatch, the default value is 8, increasing the value prolongs the time between random responses while decreasing it reduces the time between random responses.

ELS Version 7.1 preview
That would ultimately be up to the car modders, ELS works based on extra modules in the car model file, there's 9 different extra lights in total split over three patterns (extra 1- 4 primary lights, 5+6 takedowns/headlight flashers, 7-9 as secondary lights), the extra modules are turned on and off based on the pattern selected in ELS. Some of these extra modules are used differently by Rockstar, lightbars and the pushbar is set up as extra modules on the original cars, that's why they flash on and off if you enable ELS on those cars. Mods like Sam's illumination v2 and EVCS works different than ELS, I personally haven't tried either one, but it looks like both add light coronas that are switched on and off, this method means that you as a user can configure the lights used. It might be possible to do what you want to do with Illumination and EVCS. There's a couple of different ways you can go about setting it up in Zmodeler One way would be to set up the rear lights of the lightbar as extra 5 and 6, this would take away takedowns + headlight flashers, but leave you with the option of having a the front of the lightbar separate from the rear while maintaining TA. However the flash patterns here is very limited as there's only two lights available. Another way is setting up the rear lightbar lights as extra 7,8 and 9, you'd have three different lights so there's a couple more patterns available, you'd also still have takedowns and headlight flashers separate from rear and front lights, however you wouldn't have a separate TA that can flash slow. It's a bit more complicated that what I wrote here, but I kept it simple, modders really do have a lot of freedom to get creative with their lights when they're making the model, especially if you encourage set up some lights on the model to use secondary lights, you can't use TA alone if you do it, but the model overall will have more flash patterns available for the user as primary light patters are separate from secondary light patterns. It would be easier for me to explain in a video where I can show it in zmodeler.

ClearRandAiExtras is a part of ELS that detects and removes random extra lights from AI cars, Ai cars would patrol with random lights on in previous versions of ELS. ClearAiExtrasDist defines the distance from the player that ELS will look for AI cop cars and remove the random lights.- Too bright taxi sings.

1. No, I don't recall exactly how the video length worked, but I couldn't upload longer than 15 minutes when I started, at one point my account was approved for longer video, my educated guess is that you are automatically allowed +15 min uploads after a certain time without copyright claims on your videos 2. There's more programmes out there, it's not just Bandicam and Fraps, Action! and DxTory being the two well-known options. Bandicam and Fraps are very basic, works-out-of-the box type programme whereas Action! and DxTory can be customized to your liking. I use Action! as I can record my microphone to a separate audio track which allows me to set the correct audio levels in Premiere during editing. Recording itself isn't enough, a five minute fraps recording is 14GB in 1080p. You'll need to find a editing software that works for you, the Adobe Creative Suite is around $60 a month and seems worth it, especially if you can monetize your videos. 3. That's down to preference so experiment with what works best for you.It gets easier as you get more experience. 4. That's also down to preference, it can be difficult to perform, my brain is running in overdrive when I'm recording a video, it's looking for anything to comment on during the video which can be very mentally draining after a while. 5. Again preference, the general trend I've noticed is that people generally prefer car mods and ELS in videos.- NB's LCPDFR videos!

This?: That's for a function called cruise which allows defined extra modules to be left on steady-burn which works both when you have a ELS light stage turned on or off, the first option allows you to disable the function at stage 3. Cruse lights will emit at lower environment intensity. I know the Hillsborough County Sheriff's Office in Florida uses a function like this on thier Liberties,I have seen something similar used by the LAPD and LASD, the Spanish police also uses steady-burns at any time during nighttime.- ELS V7 Pattern Questions
Yes, I'm assuming that you're talking about this section in the car config file: That defines where the environment reflections emits from (and subsequently are displayed at), the actual patterns that you can change between in-game are hardcoded into ELS.- ELS V7 Pattern Questions
The patterns are hard-coded into ELS itself. The only way to customise a flash pattern is to edit the car model in Zmodeler and set the lights up differently, however you're still limited to the flash patterns available in ELS.- Lost the Hubcaps

This image has been widely circulated on Liberty City's social media, it depicts what appears a Eastern European male in one of the severely delayed batch of new patrol cars the LCPD ordered early last year.
