You need Spark IV. Import the vehicle files into pc>models>cdimages>vehicles.img, save, and rebuild.

An expensive graphics card is no use if your computer can't handle it. You will not get the full potential of it.

I prefer Fraps, although I've never tried Bandicam. Fraps just seems a lot more professional. The only downside to Fraps is I have to lower my settings a lot. Without Fraps, I can run maxed out settings.

If you're talking about the Teleport script, it goes in your scripts folder.

It goes in the GTA IV directory. Once you press Ctrl+P after you press Alt+P, you're automatically on duty and don't need to go into the station. You can change your cop model in the trainer as well.

If you go on duty via Police Station, then yes, you will be able to select a vehicle. I prefer to go on duty by pressing Alt+P, Control+P, that will save you a lot of time.
