You need a trainer to change liveries in game. In the trainer.ini, find VehicleLivery=0, it should be set as 0 to enable liveries.

It would be best to replace the police bike for police, police2, noose, etc. If you're uncomfortable with the engine sound, I can help you change it.

Replacing the file in pc>models>cdimages would be the easiest solution.
