If you don't use a mods folder and you've modded your game, then assuming you have steam copy, you will have to verify integrity of your game cache thus you will lose whatever mods you've installed. https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335 If you don't have steam then I would assume you'll have to re-install your game with what ever method is available. yeah depends on if the vehicle allows for it. if the lightbar is considered an extra than yeah. edit your vehicles meta, find the vehicle you want to do it with, remove the flag lines that say "FLAG_EXTRAS_REQUIRE" or "FLAG_EXTRAS_ALL". If you do this though, the spawned vehicle or responding backup vehicles might never have lightbars, in which case i would suggest using just a slicktop vehicle in one of the other police spots if you still want standard marked units with light bars driving around. you can remove it when you chose your vehicle in LSPDFR or you can remove it with an ingame trainer. thats about as much as i know.

sorry for bumping this, but i think i've narrowed the problem, seems to happen when i use the custom backup by pressing my right control key and spacebar it does something on my pc and at that point if i hit A on the controller it will do the begin recording thing, also at that point i can not use ALT f4 to exit the game, also when out of the game i noticed its almost as if my control key were stuck but it is not stuck, the reason i notice this, is using the mouse wheel on websites changes a zoom feature? this only normally happens when i hold control and move the mouse wheel.

you posted this in the wrong section bud, but, thats gta iv and a what you're experiencing sounds like a memory problem. I don't know that much about it, but i know when i had a crappy computer and a mediocre gpu, i would experience those issues, some years ago tho. GTA IV is a lot less stable game it was a bad port of a console game, even top of the line computers have experienced problems with that game. Best advice, play GTA V & LSPDFR

are you running a trainer? if yes. do you have time settings where the time is frozen? or realistic time duration setting? if yes, leave that area completely, turn that setting off skip ahead a couple of hours and come back to the mission point. If you're not running a trainer, then i would suggest removing mod folder and play what ever mission you're trying to do, otherwise it will take alot of testing to see what mod or plugin is causing your hangup.
