The two tow trucks are currently broken. Calling the flatbed option instead will work.

First of all, welcome back to the community! E activates the lights and sirens (Non-ELS cars) and J mutes the siren. If you are using ELS however, you need to cycle through the lighting stages first until you hit code 3. Sirens can be turned on via G or the number keys (1, 2, 3 etc.) on top of your keys (not the numpad). Your topic has been moved to GTA V Support, this is not LSPDFR related.
