Why do people who upload mods to modding websites say that we "May not edit" mods?
Technically, all modders who create anything original have the ability to make it copyrighted. Copyrighting something doesn't require formal registration like things such as patents do. Any works of art (which you could say is what modelers create) are automatically given copyright protection for up to 70 years (in the US, other countries differ) after the death of the individual who created it. As I'm Canadian, I'll provide a Canadian source (taken from cipo.ic.gc.ca):

GTA IV Fatal Error Assistance needed
Eh, its doubtful. I mean maybe, maybe, maybe if you could somehow trick the game into running, it'll run at a few frames (I'm talking like, less than 5 FPS). My laptop which is a great deal more powerful than this one can only run the game at around 25 FPS so theres a very slim chance it'll work. :3

There's no need to be a prick. Anyway, Brooklyn, as Double Doppler said - the general consensus is that you can edit stuff but you must keep it to yourself. I personally believe that people should share all their files freely, but sadly many people don't share the same sentiments as I do, and I assume for good reason.

GTA IV Fatal Error Assistance needed
That graphics card doesn't meet the minimum system requirements. It's quite poor, not to mention the fact that the minimum system requirements for GTA IV are nowhere near the requirements that Rockstar gives out. Its well known that GTA IV performs like a piece of trash on even the strongest computers. As well, that diagnostics tool only server to share details about why LCPDFR (or other mods using similar requirements) isn't properly working. It doesn't help much with finding out why GTA IV isn't working in general. @OP - Sorry mate, there's pretty much no chance to play IV on that computer.

You're right, that is awful. Sadly though, it looks like a different Suburban than most models use, so finding a skin may be a tad difficult. Don't quote me on that, though.

Its a known fact that GTA IV is TERRIBLY optimized. The most beast computers can sometimes have a lot of trouble running it. As well, the benchmarking tool is rubbish, as many people have pointed out in the past. I would suggest turning down shadows as they have a large influence on performance. As well, it is reporting the incorrect gfx card, so I would take a look at the installed drivers and make sure that it's all working well and fine.

Stupid Cops Killed FRANKLINS Dog "Shop"
You gotta consider the fact that it wasn't the officer that was being attacked that tased the dog, but rather another officer. The officer being attacked drew his weapon and likely would have fired if the other officer hadn't intervened. It's much easier for the other officer who isn't trying to fend off a dog with his leg to calmly take out the taser and fire a shot.

Yep! Also something fun to play with is the PatId_Yelp, PatId_Alt1, PatId_Alt2, options that will automatically change the flash pattern when you enter that siren tone.

Right, but he would have had to reach for his taser (if he even had one) and make sure that his shot hit the dog. A dog, if you don't know, is a small, agile and fast animal. The officer missed the first two shots in the video, and was only able to get the dog using the 3rd and 4th shots. WIth a taser, he'd be royally fucked. And you would panic too if you were in this situation.

Setting Specific Flash Patterns in ELS V7
The config files are found in the ELS folder in your main directory. The default one is called something like default_config and in the ELS.ini file you'll find that all cars are using that config file. What you wanna do is go into the ELS folder and create a copy of the default file. Now, rename the file to something that you'll remember (such as the model name of the car that will use this config file (we'll call it police)). Now open up the config file that you have just copied and named. Lets say you want the default light pattern for your primaries to be pattern 38. In the [ PRML ] section, set DfltPatId to 38. Your [ PRML ] section should now look like this: [ PRML ] Type = leds ForceDfltPat = on DfltPatId = 38 ExpressModeRandPat = off ForcePatForSrnTones = off PatId_Yelp = 0 PatId_Alt1 = 0 PatId_Alt2 = 0 Now, you must navigate back to the ELS.ini file. For the car you want to use this default pattern, change the setting from default_config to whatever you named the file (for the example above it would be called police). Do not put the .ini in the ELS.ini file. ELS.ini now has this setting: [ POLICE ] Status = on File = police // <- this was changed

If you'd like to reach for your spray and taser while a dog is mauling your face off, go for it. That cop may not be completely justified, but just about any other cpo in that position would do the same thing.

Police Tactics - Real Sim
I understand that this is of course an alpha and there is a lot of work to be done, but I really hope you put an emphasis on car handling and vehicle modifications. I know myself and many other people on LCPDFR love to be able to put it any car they want, and can easily make new skins for cars. As well, I'd like to see a nice emergency lighting system such as ELS, but of course that can all come after the initial release of the game. Other than that, it is looking great. I'm really looking forward to seeing this develop into a proper, beautiful game. And lastly, on the topic of radio chatter from above: It would be really nice to get some dispatchers coming over the radio sending you to calls. I'm sure that the LCPDFR community would do the voice-acting for you because it wouldn't be that hard to get a few lines like "Mark 1509, can you respond to a possible shots fired call?". Good luck!
