Only the modder can chose what lights are assigned to what extra's. If you know how, then extra's 7, 8, & 9 are K Lights, 5, & 6 are L Lights, 1, 2, 3, & 4 are the J Lights (2 & 3 are first 2 J clicks, 1 & 4 are full lighting (J 3x))

Couldn't you just force the lighting pattern for each stage in the config ini?

​But then your siren box would be lit up when your lightbar isn't I would assign it to like 7, 8, and 9 (3 copies) so they turn on when you hit J once, twice, thrice, but that's just me.

I'm so confused, the picture or whatever isn't loading. Could you describe what it is or post imgur links or something?
