If it's unlocked, load the model/textures in Zmod. In Select -> By Name, type _L1. Click show all in the hierarchy and delete them. Then Select -> By Name, type _L0. Create -> Copy. Rename the new _L0's to _L1. Export and enjoy.

No sorry, I just do mine based off of a non-els bar already set up with rotators

Remap them individually or together with the Edit UV tool and the proper shader. Just move it to the color you want. As for the DROT you need some rotators and dummies labeled siren1,2,3 etc. Make sure the dummy is centered with the rotator because that is the spin location.

If you want it removed, you have to report it and staff will remove it. Just reupload it to your WIP album then -

From what I've heard, Oleg (creator of Zmodeler) has started working on it but hasn't set up a release date. He has tried to edit models but the game crashes when they're imported/spawned. It'll probably be a few months before it works, even if Rockstar allows it.

Well SNIT released a Ford Falcon and a BA Falcon XT over at GPM. Dunno if I'm allowed to link them, but here's a little cheaty move http://lmgtfy.com/?q=snit+gtapolicemods . BritishPoliceMods has released a unlocked Mercedes Sprinter but you need to search for it cause it wasn't released on any website. Sorry this is all I've given you, I'm not from Europe so I really don't know what type of vehicles they use.

Well Zmodeler you have to buy, so if you are intent on getting it then you should buy it. you can easily search up on YouTube for Zmodeler GTA IV tutorials, there are plenty of them out there.
