There is no such thing as GTA IV Liberty City Stories. If you mean the game for PSP - GTA Liberty City Stories, then it won't. If you mean Episodes From Liberty City (GTA IV Expansion), then LCPDFR will work without problems.

Find someone who can test them out and post screenshots. And it will be really hard for you to create skins without OpenIV/SparkIV.

There was a tutorial on GPM how to do that. Remember you can only add police3, police4 and policeb. Just like I did.
