Yes, you should only do that. Have you got patch 1.0.7.0 installed? If yes, try to reinstall LCPDFR, and if that doesn't work, reinstall the game. BTW. P key is used for switching the blur effect/fake AA.

Hit Alt+P, it's the regular way to turn LCPDFR on.

If that's what you mean, AFAIK LCPDFR will always be free, as it's a modification. I doubt G17 Media could make profit of it.

Why add it when it already exists, so the LCPDFR devs can focus on other things?

Try renaming it to "skin" (without .png) instead.

Make sure it's not skin.png.png. Can you post a screenshot of the folder?

If you are getting the infamous taxi bug, try Traffic Flow (here) or Traffic Load (on gta4-mods.com). Just keep in mind that those two can crash your game. Traffic Flow is more stable IMO, but it loads only 20 cars, and Traffic Load loads all the cars randomly. And yes, those two cars are enough to cause it. Personally, I wouldn't recommend to use ELS, as it's buggy as hell. If you get crashes, try ELS v5 instead of v6, it's more stable. Also, just to clarify, there are only 6 callouts in LCPDFR: Mugging, Domestic Disturbance, Drug Deal, shoot-out, shots fired and pursuit. I'd recommend getting Braveheart's Police mod for more callouts. Also, check out Abraxas' mods, especially PoliceHelper. Dunno about that camera angle bug. :(
