It's a really bad texture, not a configuration error. I know it looks hideous, but I don't really have time to make a new one. I suffer from this too :(

Ok. Just remember that skin textures are far from perfect, especially white cop's one.

It should work. Maybe try starting a new game? Or reinstalling GTA?

Could you post a screenshot of your GTA folder and scripts folder (in GTA directory)?

If you want to uninstall, remove whole scripts folder in your GTA 4 directory.

I guess that GTA IV performance depends mostly on your luck.
