Yes the issue is with your mods folder. Name it back to mods and then remove what you have installed there one by one and test after each removal to find the issue.

Please just upload the log here. You can drag and drop the file. It is txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in the logs folder.

I believe that StopThePed has options for ambient drunk events in vehicles. In addition, Policing Redefined might also have the same features but I am not sure. As for actual callouts, you can shop around the callout section to find one that includes public intoxication calls.

As long as the computer/laptop can comfortably run base GTA V, then you should no issue with LSPDFR plus some mods. It's as the bot message says in the screenshot you provided. The issue is that one of your modded vehicles is causing the problem. I would suggest you start by removing the modified ambulance you have installed and test the callout with the default ambulance and see if it crashes.
