There doesn't appear to be a crash message in the log. Is it the game that is crashing?

Yes. Remove them from Plugins/LSPDFR and place them into the Main Directory.

If they are running it off of EPIC Games, the Main Directory is called GTAV and not Grand Theft Auto V. Coincidentally, the EPIC version seems to be the most tempermental. @teksik22 If you do have the EPIC Games version of GTA V, I would start with what is posted in this forum topic. Then let us know if you have further issues.

Add the RagePluginHook.exe as an exception. Then redownload the manual LSPDFR and restart your PC. Then try and install and use RagePluginHook.

Are you using the manual or automatic install?

There isn't much else I can tell you. You need to find what is blocking it, add the exception, restart PC and then try to download it. @AlexLupitini220 If you are still having issues, you should create your own topic.

It does not. That is merely a False Positive. Just press the allow anyways on the download.

You need to find whichever browser protection is blocking it and either add an exception or tell it to download regardless. Those are the fixes.

There should be a marker on the message that says it is blocked to bypass the block. It is a False Positive and the download does not harm your computer.

It is currently being marked as a False Positive by Windows Defender and some other anti-viruses I believe. It is safe to use though.
