I've looked at the logs you sent, and at first glance, LSPDFR and RAGE Plugin Hook seem to be loading fine. What caught my attention is Living Los Santos, which is giving an error with the date/month, and I also see some warnings about EUP and outfits that it can't find.

Try removing Living Los Santos for a moment and then launch the game to see if the problem persists. If you can, also try without any mods that affect traffic or the world.

I would also check EUP in case any files are missing or something is incorrectly installed.

If the problem continues, please tell me exactly what happens when you launch the game, and we'll see what the issue might be.
