You have a permission issue. first try to add your whole gta folder as exception in your antivirus and in default win antivirus try to start as admin disable Nvidia GeForce overlay otherwise try to rename your mods folder to _mods last option would be the rph faq I currently do not have the link of that file I am on iPad

ARCHIVE "update\update.rpf" is not exists manually copy the Update.rpf in your mods folder

open commandline.txt from the main gta folder and delete everything out of there.

as you correctly noticed, renaming the mods folder disables it from loading. this fixed your game, this means sth in the mods folder (you recently installed) is wrong installed or broken. you can undo or start a new one.

your log is from 2019, there is something wrong 😄

in your log i can see you played for an hour before a crash occurres. pls start your game again till it crashes and post your log again.
