I don't have Skype installed at the moment but it would be easier if I can take look at your game files with Teamviewer to see what is wrong and fix this problem.

Few people reported this kind of problem, GTA IV not launching after LCPD:FR installation and they never replied back if they fixed it. So, i'm not sure what could cause game not to start. Are you using digital or disc version of GTA IV?

Open Start Menu > type in dxdiag and click on it > give me the full name of your processor in System tab then click tab next to it and give me the name of your graphics card. Also, do you have any modifications installed at the moment?

What are your system specifications?

Replace police bike with regular bike then you can use ELS sirens but they will not have effect on the traffic.

You can try to uninstall Fraps, reboot your PC, install it into different hard drive(if you have one) then when you are asked where to install it change the folder name and click install.
