Never been able to get the suspect on the ground. They just stand there and I just move to the circles to arrest them.

This could all be configured in the configuration file by the user. Eg. F10 key = Dispatch [NOOSE Cruiser]

I believe this would be looked into.

Yes, the cops are still very aggressive. They shoot suspects without warning and try to steal your arrest! I think this started when the "3" feature to get nearby cops to help you was implemented. Anyway, it would be cool to have like a robbery at Modo or Perseus and the suspect is trying to steal money from the cashier. We would arrive on scene and the suspect would try to escape, shoot us or surrender. :)

Q1. Just spawn a clean car. No way to clean it. Cleanest cars are Police Patrol, cruisers usually dirty. Steal one from a fellow officer, they are usually clean. Q2. You need to go to the nearest police station, or if you cant be bothered. ALT+P then ALT+H (disable/enable LCPDFR) and you will start again.
