I'd usually say "make sure your computer meets the requirements" but I'm pretty certain you can play as I have played with you on GTA4. I would suggest as a last resort a System Restore.

To run the mod, you press ALT+P.

Not really necessary for a HQ, it doesn't add anything new to the mod. Just some cosmetic effect with a bunch of officers working. Unless you can put people into lookup, eat a meal, go to the firing range it's not needed for the mod.

What do you mean save your progress? LCPDFR automatically reports your crime stats to the server. There's no "missions" in LCPDFR, so there's no point in saving - the mod is just to have fun and explore the different types of scenarios you can undertake. There are trainers to fix up your car - alternatively, just call for backup (ALT+B) and steal their car!

Make sure you have only dsound.dll OR xliveless.dll NOT both.

You don't keep your clipboard, you will get a new clipboard for each citation you issue. :) Try to turn on your siren and make the car turn to the side of the road then press "SHIFT" to pull it over. Might stop the backed up traffic.

Depends. If they are a normal person, ALT+H works. If its suspect/non-compliant civilian, you need to aim your weapon.

Is the issue regularly? Could you be more specific on the problem? Are you getting a black screen when arresting someone? Try running the mod as admin. At this time, you are unable to select Niko to be a cop.

Is there anything else below those logs? eg. System.Web errors etc.
