I've been trying this for ages and only ever got it to work once, I was told I could use ALT+H on non-aggressive suspects (without pointing my gun at them, otherwise that leads onto the normal black screen cuffed on the ground arrest) to give them a ticket or arrest them via leading them to the car, however every time I try it I just keep getting the "You must target someone to arrest them" message, why won't it work?

Also, why is it that most of the time I request medical assistance, I get told it's unavailable at this time? Is this to simulate the ambulance service being busy or rather, is there a problem with my game?

Depends. If they are a normal person, ALT+H works. If its suspect/non-compliant civilian, you need to aim your weapon.

I can assure you, and I can make a video to prove it, that ALT+H on a normal person doesn't work for me. Is it because I maybe have ALT and/or H in use by the game already? I can't think what they do though.
