If you ever overcome your cheapness, Photoshop is a really easy program to learn.

Personally, I wouldn't download it. It seems kind of rough. The line is kind of jerky. I like the idea though, just have to make it look a little cleaner. Also, the font is a little different to my taste. I would suggest opening your horizons to different fonts to make your skins more unique. One thing I like is when the "Police" is in a different font and size than the "Liberty City". Take a look through the downloads section to see what I mean.

Well, what I would do is just screw around in it, to see what it can do. I learned most of my tricks by doing that. I would use the Selection Tool and use the Gradient tool inside of it.

You right click the text layer, click "Blending Options", go to "Gradient Overlay", click the Black>White gradient and edit it. Look at this video to help with Gradients.

I wouldn't join a team, just yet at least. For now, I would suggest just screwing around in Photo Editing Programs first, so you can see what you are capable of and so you wont be a total waste to the modding team that you are apart of because you aren't capable of doing skins, for whatever reason. See what you can do first, and if you want to stay with skinning.
