Sorry for not responding faster I  did what you said and seem fix it now just need reinstall all mods and make sure they running fine. So thanks for the help. Since just as got it working had dinner on table and got call back into work.

Try reinstall lspdfr and rage plugin.
install lspdfr first then rph 
try type forceduty in f4 console

Hello. My name is Matt Grimes. I was a Hurricane Harvey victim. He gifted my area with 20-30 feet of water. When you first started the $30 to Red Cross and you get the coastal callouts I spoke in Acepilot2k7’s discord about talking to you about giving the mod to the victims as well and explained that wouldn’t it make sense to give it to them so they can have something to do if they saved there computer. As a victim the nights are rough I’ve spent the last 2 + months destroying my house and watching my belongings get thrown into a dumpster and that is very depressing. The red cross hasn’t been to my area and deemed one of my neighbors as didn’t qualify when they had 4 feet of water in there home. They have been very absent. Would you take into consideration the idea of giving it to the victims for something to do to keep there mind off the fact that everything they owned is destroyed. Thanks (I have a Picture of the back of my house with water flowing through it.

I think a lot of people are overreacting about this. Yeah its really shitty how T2 have made such a bad decision, but right now GTA modding is not affected. OpenIV still works, which many are failing to understand. If you were smart you would have made a backup through RPH for the update that literally just came out so no issues there as well. As some have already said, there will be OpenIV alternatives if OpenIV stops working because there are people out there with the knowledge and dedication to make one.
 
Really the only thing im pretty pissed about is now we won't get a fucking Liberty City mod from OpenIV team, i've been waiting for that since Jan 1st!!!!! 

Agree completely. There is no way a legal document would've gone out with such poor grammar. Even if it was translated from English into Russian, it would've gone through a competent legal translator and not just Google translate. I hope they post the full letter.
 
It also doesn't make sense - OpenIV has been around for a long time now. It's not like TakeTwo or R* suddenly found out OpenIV existed last week.

R* isn't really the issue, though they have done stupid things in the past. T2 is the problem, their the ones who want to crack down on everything, they would sell their own family to make a quick dollar.

You got a link? Looks like someone converted the lifeboat prop to a usable vehicle - something I've been wanting to do, but I guess they beat me to it!
 
EDIT: I searched the video. It looks like they just spawned the static prop. They just took the screenshot from an angle that hid the crane part attached to it. So back to square one haha.

So that fresh install didn't change a thing! Changed the PostFX option and it lowers the brightness, but doesn't look very good, think I'm just going to live with it. Thanks for all your help! @0sc4r & @sjain
