You can download the Teamspeak server software for free and install it on your PC. This is free and will be via your IP address.

Shouldn't actually be that hard. If someone can code the in-game side of things, I could easily link it to an online system. Pinpointing player locations on a live map isn't too difficult either.

Why don't we all just work on a massive project together? I've got a server that we could set up some centralized revision control on and work from that.

Will you need anybody else to work with you on this? I have extensive experience in PHP, HTML, CSS and Java and would be interested in working on this with you at some point.

It's very easy to hide malicious code within normal looking code. As well as this, unless all of the moderators are competent in HTML, they wouldn't understand it anyway. Trust me, it would never happen.

Allowing members to have full HTML access is never a good idea. It allows for hacking of other users as you can embed malicious content.
