Run the diagnostics tool again, post the results. Did both framework and C+ install successfully? No errors or anything?

You need to re-install .net framework 4 because I can definitely tell from the diagnostics log that you haven't got it installed. Try running the C+ installer as admin.

Run the diagnostics tool, link is in my signature. When it is finished, press more information and post that text here. (Run the tool as an admin)

Did you re-run the installer? (As an admin)

Re-run the installer as an administrator. Run the game as an administrator. If you still get stuck on the loading screen, move your gamesave to another place and try again.

Also, not everyone would be comfortable with someone who they don't even know, using there computer to do things which they don't understand. They could be putting malware, keyloggers absolutely anything on there and they wouldn't have a clue. Also, if support was done via teamviewer it would put more of a workload on the devs. Not everyone on the internet can be trusted and there are many who would happily take advantage of this sort of opportunity and due to this only designated support teams could be support over teamviewer, which would have to be the devs. Also, on a side note, If LCPDFR were to go teamviewer I would be so bored, Most nights I'm on here helping people out in the support forums.....

Actually that is a possibility. I would try that if you haven't already reinstalled.

Did you check that GTA IV was running ok without LCPDFR installed?

Yes, when using print screen button in gta iv you will get a black screen. Change your windows theme to windows classic when you want to take a screenshot. When you are finished change it back to what your theme was before. have to do it as well.

Were you running as admin?

Are you using fraps to take the screenshot or are your pressing Print Screen?

Change your theme to windows classic whilst playing then take your screenshot, then save it and then change your theme back to whatever it was.

I suppose i don't call in air support that often, but when i do it only sometimes appears a few blocks away. Never on top of me lol.

Really, I've never had it happen to me... What version of LCPDFR are you running?

If it happened once, its not a bug. If it happens after every pursuit it is.
