I believe that the taxi function was disabled as it is used by LCPDFR for the traffic stops. AFAIK, this is still the case.

Load up GTA IV, once in-game press left ALT+P

Run as administrator (Right click, run as admin). You might want to remove your personal details also.

Are you running as admin?

Have you re-installed GTA IV after removing PPM? Are you running as admin? Have you tried re-installing LCPDFR?
