when responding to a shootout 1 of the npc involved in the shootout will just stand there frozen and when shot to death it just stands there frozen

this was useful for LAPD since they always cuff someone during an Officer Involved shooting

you can just copy and paste the carvar to your transport all i did was just add it from an old dlcpack i used for all my cars ...they all shared same carvar just the 1 livery
