For that menu you need to go on duty via the police station. Going on duty via Rage menu is normally the faster way if you use skin control and EUP.

Before you added these vehicles did this happen? Try adding this game config to your mods folder. mods-->update-->update-->common-->data.

Since it's still crashing even when renaming the mods folder to _mods, the issue is not your vehicles unless you actually installed the vehicles in the vanilla folder. What else have you added or changed?

RPH has updated each time GTA has. The Rage that comes bundled with LSPDFR is severely outdated, and we decided not to update the LSPDFR download each time Rage updated, since that'd be too much of a hassle. I don't see this ever being added to LSPDFR, as it's not police related and is considered a vehicle modification. Your best bet is making this a mod suggestion instead of an LSPDFR feature suggestion. There is a Crown Vic engine sound mod, but I don't think there's any others.

Yes, however, you have two instances of FLAG_LAW_ENFORCEMENT. Delete one and you should be good.

In the vehicles.meta, you have FLAG_EMERGENCY_SERVICE; Remove the ";" in every spot you added it. That should not be there at all.

Check the vehicles.meta for these vehicles. Under flags, make sure it has FLAG_EMERGENCY_SERVICE and FLAG_LAW_ENFORCEMENT Then check the carvariations and make sure they have sirensetting=1

This sounds like an ELS issue. Open your ELS INI and look for "ELSTrafCTRL", set to false.

You did install this pack in the mods folder, right?

Rename your mods folder to _mods and load into the game and try spawning it/driving it. If it doesn't crash, something in the mods folder is causing it. Are your vehicles modded/replaced?
