All you need to do is rename this file to the name you used for the vehicle and place this file in your pack_default folder. Open your main GTA V directory-->ELS-->pack_default. Note, if you have multiple cars, download this multiple times, just change the name each time. If you have a modded game directory, as in vehicles, weapons, sounds, etc, LSPDFR/Rage working is the least of it. The worst part about modding is that all your modded game files, specifically the ones I just mentioned, will always cease to work with GTA updates. Rage will stop working, but only because it needs to be updated (and possibly ScriptHookV, sometimes). That is more of a waiting game on your part for the update to be released. After the update, you'll just have to re-add your stuff manually.

You seem to be missing or having a problem with ParkTools. I believe this comes with BetterEMS. Please reinstall this mod.

At this point, I'm positive the Trump we see on TV is not the real one. There is no way someone so stupid could actually become our president. Since this is happening even when LSPDFR isn't installed I'm going to mark this as a GTA V/general issue. I'd open task manager and see how much CPU is used when you load into the game.
