Do me a favor, please, and rename your mods folder (assuming you're using one) to _mods Now load into the game and try getting into a vehicle. Does it let you?

You're welcome. :) I always carry a department issued rail gun with me. It seems the second you spawn into the game there's a code 3 unit that never shuts up. It's so aggravating!

Try looking in alleys, behind buildings, anywhere in the general vicinity. I've had times where cops were stuck in stupid places. ELS does tend to spawn in random code 3 units for no reason at all.
