If you did not make a backup copy before updating GTA V to the latest version, I suggest waiting for an update from LSPDFR and RPH.

Set "Ambient.DisableAmbientGameCopSpawnBlock" to false in lspdfr.ini You will get what LSPDFR decides to spawn, can't change that. Unless disable LSPDFR ambient spawn and edit the spawn point in CodeWalker. Which is complicated especially for MP map interiors.

You cannot change him into EUP peds, or make him wear EUP outfits. You can only replace him with single-player cop models. If you want him to look like EUP MP peds, check out PEDS Overhaul, as it replaces all default cops with eup-looking officers. Be aware that you cannot customize their appearances. If you are trying to install ELS on the complete edition, it won't work. You might want to downgrade to patch 1070 if you want to install other script mods other than LCPDFR.

Below are the flags you could add to vehicle.meta to have "bullet resistant" glass/windshield. Please note that editing vehicle's window collision may be necessary to achieve the intended effect: "FLAG_HAS_BULLETPROOF_GLASS" "Prevents the glass from breaking, essentially making it behave as static glass found on buildings around the map." FLAG_HAS_BULLET_RESISTANT_GLASS" "The vehicle's glass becomes resistant to bullets. The collision ID for windows must be set to ID 122 (strong glass/windshield) for the flag to have an effect."

Another small suggestion (last one): Could you consider adding an option to disable the "brake overheat" feature in the .ini? If using this plugin with a custom handling mod, brakes tend to get overheated very often and quite easily. Thank you.- 444 comments

Here is an old thread that describes the same issue you're having, I strongly advise you to double-check all meta files related to that particular addon vehicle:

Turn off ELS control traffic in ELS.ini, that is a ELS-related "issue." Because the game does not recognize whatever addon cars you are using as a law enforcement vehicle, that explains why you can't pull cars over. In addition to vehicle flags: a) Make sure the vehicle class to "VC_EMERGENCY." b) Make sure "carvariations.meta" is also installed correctly, especially after adding a new vehicle; make sure all addon cars have their carvariations. It is safe to say this isn't a LSPDFR/RPH issue(if you are on the latest version of both). I'm using properly installed addon cars all the time.
