well since all 3 sirens can be replaced (I gather from all the custom ones out there) Its probably possible to delete one of the extras and duplicate the other, then rename the duplicate to the name of the one you deleted. Not sure though

You can't edit it from OpenIV so you have to extract it (to the desktop for example) and then right click and open it with notepad or notepad ++. Once your done editing save it, then drag your new version into OpenIV (Make sure OpenIV is in edit mode)

Not really, items in the mods folder just override the same ones that aren't. But if there's a file inside the mods folder with the same names/spot then that might be why.

Ah, gotcha Yeah agreed, it would be especially nice if the parts that made it a Hellcat were extras so there could be a random chance of a hellcat responding or a normal unit

Maybe (some of) the callouts could be featured in Paleto bay and it could act as like southern Florida in correspondent to Cubans (and other latin's) trying to make it onto the US. So some callouts could be of trying to see boats heading for the shores (not sure if this would be possible, just putting ideas that come to mind) and you'd try and get to the shore where the boats attempting to stop at and have to check IDs and such.. Or there could be vehicles parked on the shore/ beach read for a quick get away and you'd have to arrest them/they could be armed Not sure if that made sense, but this is the area I have in mind

Well a police golf cart has already been made (https://www.gta5-mods.com/vehicles/police-golf-cart-dlc-add-on-vehicle) So all you'd need (obv) is the badge and "State Trooper" to be applied to the livery of it.
