It's Been A Great Year

Wow...the 24th of August 2016 felt like ages ago. We've had new Presidents, parliaments, and even a total solar eclipse since then. On the 24th of August 2016, I was on my school holiday from the end of Year 10 to my last year of school - Year 11. A year on, today is my results day. And I can tell you now that I have excelled in all the subjects I wanted to. But today's special for another reason, too - I released my first proper mods for GTA IV, the first of which was the Humberside Police Vincent (left), then after a viewing of Finding Dory, I released the Metropolitan Police Stanier (right), the start of a staple of the early months of my modding career. If you want to download them, here they are down below. My main thanks must go to the creator of the UK Policing Template Pack, @Razor792. Without your pack, I wouldn't have been inspired to make liveries, and I wouldn't be where I am today. Another thanks goes to @HomerS, an unofficial friend who I keep bumping into now and then. You were the first to comment on my mod, and someone great to talk to online. Another thanks goes to 'based' @ThatOneHick. You make great mods, and best of all, you make great templates. If it's true that you are soon retiring, I wish you well. Finally, thanks to the LCPDFR community for keeping me coming back. I know GTA IV modding has reached end-of-life, but I feel like I'm keeping it going. And you know what the magic of modding is? Good or bad, you're putting your name out there. Liberty City Police Department ESU Declasse Rancher Retexture

Released by popular demand, (well, the demand of one user on GTAForums). Ask, and ye shall receive. There's an Enforcer to go with this, but it's really not up to scratch. This is KevinDV/Kane104's Declasse Rancher (Non-ELS), modified to give the appearance of a retro LCPD ESU truck. Using many reference images, I have made the texture as accurate as can be with the limitations GTA IV texturing has. There's a chance that the liveries may be slightly incorrect because of said limitations, and my skills, so if any problems or inaccuracies show, tell me. The original model is located here (much credit goes to KevinDV/Kane104 for creating a great Rancher model, and not deleting it during the fracas (seriously, thank you)) and don't forget, don't redistribute it without my permission!Enjoy! -

Aw, broke the chain, doesn't have a template. I know @ITO hasn't been here for years, but if he ever comes back, will you make a template? I'm dying to have one.

In retrospective, I retract my statement. For all I care, go look up BayAreaBuggs' tutorials on how to texture - hopefully should get you somewhere. As for me, I'm not enjoying the drama I keep stirring up on the GTA modding community. Maybe I'll take a break, who knows.

NYPD 2014 SS2000 Rumbler Siren (Federal Signal Smart-Siren)
It's so effective, it actually made my right ear feel weird when on the phaser. With speakers. 10/10, would damage hearing again.

Hmm. Aerodynamics. Doesn't look too great, but it's gorgeous in GTA V, yes. Anyway, here's something even better. Sadly, you can't have this in any GTA.

Georgia Capital Police 2015 Charger Skin
The JPEG in this mod physically hurts. This requires A LOT of work. In comparison: I also don't see where the skin comes into this. If this indeed is a pack for both uniforms and cars, I'd split them, because packing them into one download would break this rule: That's my advice. Learn how to do better textures instead of rushing them out - it'd be the most helpful hours you can get.

Nice. If only my ELS worked, then I'd use the heck out of this. Maybe I'd even make the lights blue and make it a Robbery Squad car. Oh the joys of dodgy ELS installs.

A Rough Neighbourhood

Bohan had, and allegedly still has the highest amount of crime in the city and state of Liberty. But between the 1970s to the late 1990s, it was at it's worst. Burnt-out cars, for example, were a weekly staple of commutes. The LCPD sometimes didn't even bother with clearing them from the streets - they just sat there to rot, forcing drivers to manoeuvre around them until the LCPD finally brought the trucks down. In reality, I'm glad that the vehicle was destroyed with no deformations. Now that is luck right there.© Hullian111

Its coming together!
I will say this though - South California has some really boring police cars. Coming from the UK, IRL, these vehicles look dark and...bare. Props to you for making this, though. Just that California is hard-pressed for nice-looking police cars.

Stolen Uber
...And just as quick as I made this, I managed to screw up this version of the game by trying and failing to install an ENB. Thankfully, it's only a handful of cars that have been installed. The main problem is assigning the right liveries, .ide flags and names to them.

Stolen Uber

In a pursuit on October 8th 2016, an Uber was stolen by an angry LCC taxi driver. The LCPD, however, brought the pursuit to an end in minutes, driving the suspect into the car park, and watching as he slammed into the wall. And yes! I have a new save game in the making set in 2016! Expect more modern-looking screenshots.© Hullian111

Before Express Car Service was bought out by a certain Eastern European with a gambling addiction, the small-time cab company operated a small fleet of by-call cabs. In 1998, however, legislation by the Liberty State Legislature ruled that non-TLC cabs could not be painted yellow, or carry roof signs. The sheer drop of customers because of this severely weakened the company, as was the sad tale of many fallen cab companies, and their value dropped to the extent where it was sold for $50 in 2004.© Hullian111

Irish Garda Texture
It's good, but coming as someone who actually did Garda cars en-masse, I've got some tips. Garda text should be in Gill Sans. It may be wrong, but if I don't have Helvetica, that's what I can live with. Also, it seems to match up to the real livery, which of course, does not use serif fonts. Speaking of serif fonts, I'd advise you to change the number plate font to something like the UK Number Plate font, which is most commonly found on Garda cars, especially those found in Dublin. I don't know about your local area, but I know that across Ireland, those serif-fonts on those plates would be illegal, and thus, inaccurate. Aside from those two, this is pretty good. I remember when you couldn't get screenshots for your ambulances - you've come a long way since then, I see.
