You can't force any program to use more processors than it was designed to use. The only thing that an OS can do is put each thread on its own processor, but that uses no more processors than you have threads. Multithreading is the sort of thing you wouldn't want to be edited at the command line - you decide what sorts of threads you use (a pretty major decision), and use that many. You can't just add and remove threads, and you can't put one thread on two processors. For RAM: You can use the commandline option -nomemrestrict to make GTA use system memory to augument GPU memory. Windows supports this, but GTA by default doesn't consider system memory to be available video memory. Also, friendly tip: saying "oh, my computer is beast! it cost me 1.2 thousand!" is completely useless. All it does is make you look like someone who has no idea what you're talking about. Give specifics or don't mention it at all.

You need to use the xliveless ASI loader to use downloaded savegames. xliveless turns off Games for Windows Live, which is how it checks to see that you're loading your own savegame. If you use xliveless, multiplayer won't work, but you need it to use 100% savegames. Also, LCPDFR unlocks all islands. The only part of the story you have to finish is the first mission; once you finish that, it doesn't matter how much more you do.

Personal use, I'm not sure technically. I generally have a rule of "as long as it never leaves my disk, no one cares". However, it can be risky - there is a set of skins I've put a bunch of time into, but it's unreleasable because I don't know who made some bits.

That's unavoidable. Each mesh can only have one texture; it doesn't matter how many materials you assign to it in 3ds max. I'm not sure how it handles the mapping if you assign to multiple materials, but GTA does ignore all but the one that I indicated in the OP. You need to actually put the kevlar in your shirt texture.

Firefighters still have to drive there, and possibly deal with traffic. They have sirens, but not everyone knows what to do when they hear a siren. They don't have teleporters.

I just asked on #gtaivnetscripthook (link requires an IRC client, or you can go to a web client and connect to that channel on freenode). It seems like Game.PlayerList is a field with a list of GTA.Player s (god, I wish I could figure out how to make StackOverflow's inline codeblocks work) in the game, and each Player object has a Character field with the Ped associated with them. Try using PlayerList to get the other players, find the right one somehow (maybe iterate through until you find one that is right?), and looking in *thatPlayer*.Character.Weapons. EDIT: MulleDK19 gets credit for the answer if it works. I take blame if it doesn't (he said what the MP players are, and I guessed a strategy from there)
