A mod to add children to the game might get Rockstar to try clamping down on modding again. Officially, they currently turn a blind eye to our blatant violation of license terms (in the countries where this is applicable, like the USA), infringement of their copyright (every model using any components of the game violates Rockstar copyright), etc. Children in GTA would horrify people, and most people don't know that Rockstar isn't in charge of mods. The PR fallout could be huge.

I'm hoping that the INI settings for this and ELS.net are compatible, so that the player can choose which one he wants (instead of having the modder choose which to support). How does the EVCS INI work?

I'd guess that it depends a LOT on the model. GTA has a very particular setup for vehicle models; there is no way you could possibly automate it (because it depends on knowing what various things represent, and "3D model not from a game" is an impossibly broad range of setups). I don't think this question can be answered as asked.

MODERATOR NOTICE Moving to general GTA IV support. There are 2 things here. First, lowr 001 is actually *supposed* to have no waist. It's the mesh that goes with the raincoat, and the waist clips through the raincoat (which just makes it look like crap). There are 2 options: Fix the pedvariations (try copying the entry for m_y_cop in pedvariations.dat to m_y_strooper; make sure to remove the original m_y_strooper entry and to change the model name on the second m_y_cop entry to m_y_strooper). That would be best. If you want a solution to guarantee no invisible waists ever (and also no raincoats), delete the sections in the odd for uppr_003 (I believe; check it, it's the raincoat) and lowr_001. There is absolutely no reason to change lowr_001 to the waist version; you then have to remove the raincoat, and may as well just remove lowr_001. Second, the right details to change would be the .mesh files. Don't do that in this case, though.

Crown Vics give off the "wannabe cop" stereotype because no one else really buys them. It's a pretty old car, and expensive. Chargers and Tauruses are thought of as normal civilian cars that many police happen to use; Crown Vics are only associated with cops, taxis, and old people.

Do randomly spawning peds have hats? Since the problem also occurs using SNT, I'm moving to general GTA IV support.

I'm not sure how Canada works. *Can* the OPP investigate the RCMP, or are provinces not allowed to interfere with the national government's operations? I know that in the US, the states pretty much can't stop the feds from doing anything, because the federal government enforcing federal law isn't subject to any restrictions at all from state law.

The default cars are all low-poly. You made backups, right? If you still want car mods, f5544, 00Stevo (I think), Ekalb, and a couple others have made some low-poly car mods here.

Well, there's your problem right there. High-poly car mods are associated with texture loss; there is not genarally a workaround.
