Remove PoliceStationArmory. You can try reinstalling it, but you are missing files for it. Then remove VocalDispatch.

Do what I said with OpenIV.asi.

1. Open commandline.txt and delete everything in it. Type -windowed then save & close. 2. Then, reinstall DirectX & restart your Computer after. 2.5 If you use some kind of visual mod, delete it. Also, remove your GPU driver (nVidia or Radeon) and do a clean reinstall. That usually works.

Then please send your RagePluginHook.log. (The one in your GTA V folder, not the one in /logs.)

How exactly do they not work? If you mean the lightbar doesn't flash that can have two seperate issues: 1. Make sure the window tint on the car is white. 2. Delete OpenIV.asi; restart your PC, and reinstall OpenIV.asi via OpenIV.

They are still compatible, they just throw a warning.

Looks like you didn't setup your mods folder correctly. Make sure you have those dlc's in dlcpacks and dlclist.xml.

Disable preload in the lspdfr.ini.

I thought you said GTA 5 itself doesn't work? If only LSPD:FR crashes, please send your RagePluginHook.log.

Never disable your Antivirus. Either add it as an exceptions or just leave it. Then, please, show us your GTA V folder. If even GTA 5 crashes without RPH, it's probably something else.
