Do you have ELS installed? If yes, try this, go into your ELS.ini file and look for 
 
[ GENERAL ] and under that section look for
 
ElsTrafCtrlOn  and set it to false like this
 
ElsTrafCtrlOn = false

Edit: Just wanted to add a additional suggestion. Make sure you do your Windows Updates too.

I think this was Kilyins Method
Export your current vehicles.awc as openFormats to a blank folder on your desktop with OpenIV. In that folder, replace all the files in vehicles folder with the .wav files from the siren mod you're installing. Now with OpenIV reimport the .oac file from said folder.

Double posting is never a good idea and waiting 10min seems to work better than making multiple post.

I wish I could stay around and try to help you, but I can't. I will at least post the following for you to try.
 
Launch RagePluginHook, and click on the config settings icon under the RAGE logo.  Then go into the last tab named Game settings. Click the down arrow next to Command line switches and place a check in the following boxes ''Force DirectX 11'' and ''Force Windowed Mode''
then click Save and launch

Go into your Windows settings and click on the gaming option.
 
On the first tab called Game Bar, uncheck/turn everything off.
On the Game DVR, do the same thing by unchecking/turning everything off except for the last option of Capture your mouse cursor while recording.
Try launching RagePluginHook, Try F4 to see if your issue is fixed.

To clarify the above, read the ReadMe files its very important. Not everything will go into the Plugins/LSPDFR Folder. That is why I stress reading the Readme docs

This guide is packed with plenty of FAQs and answers @Giordano did a great job putting it together.

You can put peds in a stokes litter or rescue basket that is attached to the rescue hoist on a helicopter, but there are no other stretcher/gurney functions at this time. 
 
Edit - @Kal74 I forgot to mention, patients will also be put on a gurney when you drop them off at the hospital from a helicopter, and the doctors wheel them into the hospital.

From LCPDFR, back in the GTA4 days, we stopped providing any timelines or ETAs on our work. The reason being is we missed one of the deadlines and the backlash from the community was insane -- this was really disheartening to the team. So while I can understand people being inpatient, we don't particularly want to give ETAs and such, so yes, 'soon' may have to suffice.

I thought it was just wanted to verify. You need to remove any files associated with that callout pack. To uninstall the mod, go to Plugins > LSPDFR and delete the MoreCallouts.dll and MoreCallouts.ini  files. Then go to LSPDFR > Police Scanner and delete the folder called 'ATHSRO_AUDIO'.
 
MoreCallouts was designed to work with LSPDFR 0.2b not 0.3.1 as well as a very very old version of RPH .

Paperwork++
Major service update.
As it stands, support for the Paperwork++ has been closed. The program was near completion but was poorly developed and unfortunately was somewhat clunky. As of now (22/07/2018), the hosting service for Paperwork++ has been cancelled.
 
What now?
I've currently got a new job as a full-time software developer working with various frameworks and such. (For the programmers among you, I'm planning on using the Laravel framework). Using the skills that I'm developing at work, I'm looking to create something called the "Paper Suite". This project is going to widen the scope of the Paperwork projects. Rather than focusing on just tickets and reports, it'll also look at having a core system of community management.
 
This will include things like user management (setting ranks and departments etc), a basic announce board, a file host for any custom mods that are required. Once I've established the core of the project, I will be opening a forum post to take feature requests.
 
The aim: to make the best damn community manager out there.
The cost: as little as possible (hopefully free, but it depends on the amount of resources that I'll need.

I have no idea how long it might take LSPDFR 0.4 to be released. If it happens to be released before Coastal Callouts, then I'll have to postpone my release to update it. But I think that's very unlikely given the slow pace of LSPDFR development, and I'm not going to sit around waiting for no reason. I've kept you all hanging long enough! 
 
As Lewis mentioned, the Super Puma has been integrated to the Coastal Callouts DLC, although it will also be released publicly by Skyline as a separate download sometime soon. I am working on some mountain rescue callouts as we speak! There are already a few callouts that aren't only coast guard related, and I have a few others like that planned. It'll be "Mostly Coastal But Also Other Stuff I Thought Was Fun Callouts". 
 

 

I mainly meant during the normal flow of traffic with nothing going on.  During and after a callout, yes, they do have issues.
