Try GIMP, there is a tutorial for making this exact thing, & it turns out awesome too. It's free also. -

I think that is in the VisualSettings, near ELS.

Should have used the same font for the Traill County as Sheriff one :) But NicolaiB also made this skin time ago, LC tho.

Oh you mean the effect that makes it look more like glass? I dunno how to "fix" this, but to me it looks better than just a texture...

Hmm not sure of that, it's faster to have the colour set so you don't have to waste much time, plus not all colours look good :p -
