So you're sort of insinuating that a larger percentage of black people are poor, which leads to them living in large clusters together in bad neighborhoods which leads to more crime which leads to more police encounters which leads to more potential to get shot. Right? Funny you should imply that, because a study conducted in 2008 by the Bureau of Justice found that the percentage of black people stopped by the police or otherwise contacted by the police was nearly identical to the percentage of white people stopped or otherwise contacted by the police. (8.8% black, 8.4% white) which forgoes the population count issue since we're dealing with percentages rather than total numbers. Even if the first part of my paragraph was true, that isn't the fault of the police. The fact of the matter is that racial tension in this country has never truly gone away after the Civil War and that distrust of the police and the government is at an all time high. This is exacerbated by the fact that the media over-reports and gives speculative, uninformed opinions on events that occur almost specifically on white cop vs. minority criminal. The result is that we now have a nation out to crucify cops for doing their jobs, often by the book, that has no actual perspective on police work or the laws of the land.

MORE STATE TROOPER HIDING SPOTS!?
There are actually mods that add/change the map by adding or removing various objects, one of which actually specializes in trees. I don't remember the name, but it's on GTA5-Mods.com if you want to take a look for it. Keep in mind that hiding spots used in the real world are different than ones you might think you'd use off the top of your head. Cops cant hide their whole cars behind objects because you wouldn't be able to see traffic violations in the distance, or aim your radar gun at anything. A lot of police officers also stay in plain view right in the center of the highway or on the shoulder which serves as a deterrent for people who might otherwise drive like an idiot. Some people still do, and for those that do; pull them over. One other neat spot I'd recommend is near an on ramp to the highway. With many of the entrance ramps at a higher elevation than the highway itself; you'll be concealed from view of cars coming down the ramp, and you'll be able to see them fail to signal, unsafely increase speed, perform an unsafe lane change, etc. once they go past you.

"Gaming" Laptops?
$999.99 will get you a pretty decent gaming laptop, which is under $1000. Other than that, laptops around the $600-700 mark can probably run some MMO games, because they're intended to scale well with different hardware setups. They probably wouldn't do well with GTA V, if they'd run it at all. You can get a Core i7 for under $1000, and dedicated graphics for under $1000, but not necessarily both. Core i5 laptop CPUS are generally dual cores, which doesn't meet the minimum requirements for GTA V. You need a quad.

Starmix is correct: http://www.pcgamer.com/gta-5-system-requirements-announced/ Your CPU has four "threads" due to Intel's Hyperthreading technology, but only two physical cores; one of which becomes disabled when higher clock speed is required. That being said, I'd take a look at your drivers. Ensure they're updated. If they are, try rolling back a version, or see if nVidia has a new set of beta drivers available.

If you want to talk to somebody other than the last poster; use the 'Quote' button. Otherwise it's presumed you're replying to the last post. Nobody here's telling you how to live your life, but what I am telling you is that you need to avoid attacking people, anyone, from a personal standpoint. Attack their argument and dissect it if you want. I still stand by my point that lethal force by police isn't as black and white as you paint it, where "good guys don't get shot". They do. Even by accident, come to think of it. Just ask the COPS staff. They lost a boom mic operator about two years ago because by some borderline otherworldly event; a police officer shot him to death during a shootout with some other guy at a burger restaurant. A lot of these shootings are justified, I won't argue with you about Ferguson or that university cop shooting the black dude in the car for trying to drive off while he had his arm caught in the door. But there are factors beyond "bad" or "good" involved in a lot of these. I think people who are both anti-police and pro-police would do some good for everyone by listening to somebody independent spit-balling on what it's like to be a cop in America. I have that sort of overlapping/clipping issue with the rank stripes on the sleeves of LSPD cops, but only with the mod. Pedestrian cops don't seem to have that issue.

That doesn't really factor in the other "unreported race" figure, but I agree that the general feeling among the civilian population vs. what the actual figures are is way off. Breaking the law doesn't always warrant immediate force. Let me make something perfectly clear: I'm a big supporter of the police. There's a reason I'm registered on this forum, there's a reason I play this mod, and there's a reason I'm on the testing team. It's because I have passion for civil service. But behind every badge, there is a human being. Human beings can be good, or bad. And you can't weed out every bad cop, or somehow mitigate every bad decision an otherwise good cop might make. You can indeed be shot or arrested for doing absolutely nothing that would merit lethal force. The cop in the second video empties half a clip at someone for getting their drivers license out when asked. I suspect the 2nd one had PTSD from a previous shooting that was justified, and the first one I can't make any excuses for. That was a murder and a cover-up. If my comment about race statistics in response to someone else's accusation of police white preference hurts you personally in some way, then you're not old enough to have a conversation about grown up issues. You're right on the border of an ad hominem comment with that last post too, as I resent your insinuation that I'm somehow being racist despite my avid defense of the minorities I attend school with every day. Act like an adult, and argue the point, not your feelings. Don't get personal, because it doesn't win debates, and it doesn't feel very good, does it?

Consider running the 'DXDIAG' command in Windows and giving us the resulting text file, or screenshots of each tab. That gives us specifics on the CPU and GPU so we don't have to look it up. You need to keep in mind (all of you) that the mobile chips are nowhere near as powerful as their desktop counterparts, even if they are advertised as such. A 970M is a slightly improved 880M chip due to the new architecture, but it's largely the same performance wise. Even still, you'd be surprised how easily it could be stomped by a previous generation graphics card. Observe: http://www.hwcompare.com/22047/geforce-gtx-970m-vs-geforce-gtx-670/ I have a 670GTX, an old card by this point in time, but it is actually significantly faster overall, despite its age; with the exception of when very high resolutions (above 1080p) are applied or when high intensity FSAA is turned on. I read that you claim it's a desktop GPU shoved into a laptop enclosure, and that may be, although I doubt it's the exact same card anymore, since it would simply run too hot. You'd have to have some kind of a revolutionary miniature wind turbine built into your laptop case just to keep your computer from overheating. nVidia cards run notoriously hot, especially when given little breathing room. Moreover, your CPU may indeed be a bottleneck. Your model of i5 (as are many notebook variants) is a dual core CPU, running at 2.9GHZ. It does have TurboBoost that can put the clock speed up to 3.5GHZ, but when it does that it only operates on one core, which would explain dramatic spikes in performance. If none of these hardware limitations are causing the problem, I would suspect a driver issue. nVidia has had a terrible track record with drivers for this particular game. Mine had terrible stuttering (along with thousands of other players who complained) until a couple of months in a new driver with a patch was released, and now the game runs great unless I decide to record video on top of it.

That's like me going into some political forum and starting a thread saying: "There have been a lot of fights between Jews in Israel and Muslims in the rest of the middle east. Anything you'd like to add or can we stop beating this dead horse now? Unfortunately if you want to play the statistics game with race, it goes both ways. According to a study done by a major news network (you can go Google it yourself, it's 1am and I'm not going to dig it up); young African American males are twice as likely to commit a murder than their Caucasian counterparts. They also tend to live in poorer neighborhoods that are near schools that sometimes have lower educational standards. Those are facts; you can correlate those however you like, if at all. I happen to attend college in one of the worst cities for heroin trafficking in the United States and it's predominantly Hispanic (87%+, mostly Dominican, some Puerto Rican). Oddly enough, despite the fact that all or nearly all of the dealers are Hispanic, a large amount of the addicts who commit crimes to get money to ensure they get their heroin fix for the day; are Caucasian. Moreover; the school I go to, as a result of its location, is majority Hispanic, but I'd be willing to lay down money on the table on a bet that none of the people sitting in my classes are selling or buying smack on the streets when class is over. I think it's the town itself that's poisonous, not necessarily the individuals. But these residents are caught in a vicious cycle because of it. The town produces bad people, who continue to populate it with more bad people. The only way to improve it is with good police work and the introduction of good citizens to the area to push out the bad ones.

Certain vehicles such as buses and large trucks are often immune to sirens. This was the case in GTA IV, and it looks like they didn't change it in this game, either. Cars with drivers that are also "terrified" won't pull over in .2b, but G17 working on getting rid of that problem in future versions.

Cheapest GTA 5 copy
The best way to not get scammed or have any difficulties with downloading or activation is to buy a retail copy. Even STEAM has some problems, especially with Rockstar games; I've come to find. My STEAM copy of Max Payne 3 did not work for days until I took matters into my own hands and did some digging to rectify a problem with the key myself. GTA 5 worked just fine, though. I can't legitimize any of those previously mentioned websites. Good luck.

PC too slow?
You may want to take a look at your bandwidth rather than your frame rate. Try www.speedtest.net and see what you get for download & upload speeds. Then you can probably use task manager to see what you're using while the game is running if you have Windows 8 or 10 installed.
