    No idea, sounds like the vest they are supposed to be wearing got replaced with that one, you would have to find the files and replace the one they are spawning with a new one, its very complicated may have to google it and stuff

    It looks like its trying to use a different bulletproof vest or maybe an accessory like a duty belt, if you have a trainer try going into the clothes option and changing either the upper accessory or bullet proof vest

    I no longer have the link, Honestly, my pack is out of date, I'm thinking over the summer I will touch it up with new uniforms and cars and such, and I'll be sure to add a battalions chief car if I remember :) Thanks for the feedback, appreciate it
